mls doesn't care how successful a lower division club is since promotion/relegation doesnt exist here, so the way to go up is (a) have $500m (or more?) to pay the mls expansion fee AND (b) be in a market that mls covets. for instance, usl has san diego loyal, a moderately successful club with below average attendance partially owned by landon donovan. that club is not going to mls, though a team playing in san diego is bc a different ownership group willingly paid half a billion us dollars for it. the next team for mls will probably be las vegas which has one of the worst usl teams currently.
