Nick - the people I know who've thought abut this say that it's a lot to do with it being v hard and expensive to get the proper ingredients (like, try finding a tomatillo at anything like a sensible price).
I think it has something to do with it being possible to flog Britishers dreadful, horrible cheapo piles of low-grade meat and nasty cheese with a few tortilla chips as "Mexican food", so why not eh?
