ross has made some great songs, hes basically a solid pop rapper. 'stepping up his game' basically means trying hard enough that he sounds engaged rather than bored or generic so that the wider song can work its hook/beat powers -- all he has to do is seem like hes trying. hes not got much to say, hes not a great rapper by any meaningful standard -- its just that, by pure effect of trying, he does the bare minimum required to make some really dope songs
