iirc it mostly determines whether you get to play other good teams in friendlies(ie nations league games) or other shit teams. Win your league and you get promoted, do it a couple of times and you may get to group A. Get to the last four of group A and you go to the finals, win that and you qualify for the Euros ( see Portugal). Noone really cares about it tho it does mean england get to play better teams more regularly than they were doing say 10 years ago. Of course all these "elite" teams could have just arranged better friendlies in the first place but whatever.
