Color may be off in the picture but it looks like the tram has a green section of near street level. And a red and green stripe above window level.

overall that looks like austria to me. too nice for classically eastern europe.

a couple of roofs seem wrong to me for austria though: the green mansard (?) roof and the stepped gable on the yellow building, which i associate with the low countries, but wikipedia tells me can be found elsewhere https://en.wikipedia.org/wiki/Stepped_gable.
