To the right there are some lower rise Soviet style apartment blocks, which doesn't align so much with South America, so I'm leaning towards China.

I can't spot a river in the photo posted, but it does have some resemblance to the (in)famous Lanzhou new city.

ngl— i simply did some googling, re-read an article about Lanzhou that I first read in 2012, then did a quick google maps search and it was clear. couldn’t find the exact location tho.
