Yeah I don't think it can be a stadium, the shape is irregular and it's in a steep slopeThe rest of the terrain is pretty flat if you look at the horizon but that "railway" (that I took to be road at first) looks like a funicular ?

i think most of the appearance of a slope and the funny shape of the stadium seating towards the lower right is due to lens distortion. look at the the funny shapes of the trees over there and the blurriness. its possible the image has been cropped toward the right side of the frame which can introduce an apparent tilt.
it also looks like a standard railway, regular sleepers etc and catenary type that is common in germany and france at least. there are no signs of it being a funicular and i wouldn't expect to see a river or lake at the top of a hill.
the biggest clue might be the colour of the stadium seats but idk. could also be an odd or horseshoe shaped stadium which might indicate a particular sport?
