totally wrong-footed by this one: thought it had to be a military ruler, *not* a monarch, and the thing about X-speaking countries in the opening paragraph had me thinking the wrong way around as well. also, my desire to keep a 100% score intact kept me from trying risky guesses and ones I was convinced were incorrect anyway, like cough… “monarch” and the country in question, which fit and had crossed my mind (including this particular leader). I could have just tried it, if only to rule it out, but no, had to keep that clean sheet. garbage tactics!
