I thought it would be harder to find but I just got really lucky. Obviously Taiwan and presumed urban but beyond that had nothing. Translated the text to fish head casserole, went to Taiwan on google maps and put that and it came up with Chiayi. Turns out Chiayi is the place to be for fish head casserole heads, came up on YouTube as well.
Zoomed into Chiayi and put the orange figure by the railway station and the image was literally right there where I put it on first hit

Not sure if using google translate is in the spirit or not! Chiayi is the 9th largest city so on assumption this was the main station probably would have got to it eventually (though station is pretty small for a major city Taiwan only really has 6 big cities)

The problem with any of those colonies is the streetview footage looks like a 1970s postcard. It doesn't rule them out but if that original image is from streetview and it kind of looks like it is, it sort of rules out most of them hmm

Good one, flopped spectacularly at this one!
The pole with the holes really threw me, I couldn't see those anywhere in any of the French colonies. They seemingly all had poles that were indented but filled in. Discounted FG early due to the potato quality of the street view there and not seeing that type of pole in Cayenne
