This is based on trees and scenery looking like it would be somewhere geographically similar to Northern Europe, but that one building and the grid layout of the roads looking American. Am I on the right lines?

For such a densely packed in place, it looks a bit Day Of The Triffids. No one in the park, no cars visible on the street. Can't see what the sign says, but it looks more likely to be in Roman script, not Japanese or Chinese.
Not New World, somehow not European-looking, I'd guess India, although that doesn't quite seem right either.

Ok, first one isn't really fair. Here's another view.
First one was easier than the second! The second one threw me a bit.
I knew it shouldn't be that hard to get as roundabouts are easy to see from satellite view, working on assumption its not a unique roundabout and others in the same city would have same style, and you've got a rough idea of the region
I felt it had to be Spain. It had an island feel and nothing really fit in southern mainland, and Fuerteventura/GC had the right feel but not close enough. Tried Ceuta and then Melilla. Second and third roundabouts I tried both had the brick on the roundabout so I knew it was just locking it in from there
The second image felt like a red herring (even though it wasn't!). It does have that exact same paving style elsewhere in the city, but not consistently. I might have got it off the walls and the recycling if I'd checked Melilla but not sure would have thought of there if only from second image
