It's annoying but in most of the cases I've seen it used it makes sense... Wilder/Wonka's whole steez is to stand there grinning kinda stoned-ly at some kid or parent yelling at him about how they're so right about whatever, and he wryly absorbs it, knowing better and awaiting the moment where their dumbass beliefs lead them to the incinerator or the taffy-pulling machine. So if you think you've got it allllll figured out and the people arguing with you are chuckleheads, pat yourself on the back and post this meme. If its passive-aggressive arms-folded dickishness gets your opponent all riled up, more's the better. In this sense I think the gif is from the wrong scene in the movie, as I think it depicts Wonka saying something pure-hearted and imagination-filled, but it's a reasonable bit of out-of-context appropriation since IRL someone cocking their fist like that and jauntily letting their top hat slide to the side probably would be pulling some obnoxious "go on" shit.
