She said in an interview on MTV that it was about the sort of situation where a boy and a girl are together and they both want to have some fun but that the girl doesn't want to actually have sex. I think the "down boy" bits are telling the penis to stop being so eager rather than telling the boy to go down on her. A lot of it does imply that oral sex is happening though, especially lines like

Yeah - the reading toraneko says H.Valance gave on MTV seems the obvious one. 'Down boy', like to an overeager dog. Hence the 'some things I just won't do' line (which, as Fergus says, is prob. specifically about anal).
