both Under Sieges are great but he's already passing his peak at that point. the real undiluted essence of Seagal is in those early movies, i'd vote for Hard to Kill or Marked for Death, a blur of OTT violence and self-aggrandisement

the first Under Siege is maybe the best movie Seagal was involved in, it being arguably the best of the Die Hard ripoff flicks. but it's probably not the best Seagal movie, i agree w/your two picks but i think Above the Law and Out for Justice are kinda in the running. in particular Above the Law is a worthy contender, a supremely good late '80s b-movie.

the Under Sieges are "better" movies cos they have better villains amongst other things, the early films are really just Seagal going ham Streets of Rage style. i've always said that in a Seagal movie he never feels in peril, you end up feeling sorry for the schmucks he's ploughing his way thru

the only Seagal movie worth half a damn since his first few is EXIT WOUNDS, which however is docked points for Tom Arnold and Anthony Anderson at their most annoying, so much so even Jill Hennessy as a tough police captain doesn't compensate for their presence.

It has been alleged that at some point Gene LeBell (who was a stunt coordinator for the movie) heard about the claim, and gave Seagal the opportunity to prove it. LeBell is said to have placed his arms around Seagal's neck, and once Seagal said "go", proceeded to choke him unconscious.[3] After refusing to comment for many years, LeBell confirmed the story in 2012 and said that after Seagal fell unconscious, he proceeded to defecate and urinate himself.[4] Whenever Seagal has been asked about the incident, he has constantly denied the allegations.[5]

Fish in a barrel but still, from the avclub review of his newest one:

Seagal, in his triangular Bela-Lugosi-in-Dracula toupee and his clothes picked straight from a big-and-tall outlet store and his orange prescription Oakleys, walks stiffly and very slowly. It is possible that he never once bends at the waist. Most of the movie, he spends sitting down or walking (again, slowly) up and down flights of stairs. There is a love scene—and, Jesus, what a love scene. His fully dressed body is lowered over a naked woman like a drawbridge. He doesn’t take off his glasses. He never takes off his glasses. Also, he doesn’t drive, which is a shame, because it is a well-documented fact that Seagal is the worst fake driver in Hollywood; this might be the first time that green screen—really awful green screen—has been used to make it look like an actor is just sitting in a parked car. Overall, he gives the kind of performance traditionally associated with stars who died during filming.

Not too long ago I saw a latter-day (and probably DTV) Seagal movie on TV, and it had some of the most bizarre, over-the-top editing I've ever witnessed. At one point, Seagal (or rather, a pretty obvious stunt-double) punches a guy out a window, and he falls out no less than TWELVE TIMES!
