The Rule stipulated that after learning everything the master had to teach, the apprentice would attempt to kill the master and take an apprentice of their own. The intended effect of this rule was to ensure that each successive master would be stronger than the last.

Seriously dumb. There's no way to know in advance that an apprentice will eventually exceed their master, or won't be killed in the challenge. If they fail then that's a huge wasted investment, and you're only training up one Sith at a time.
