It is kind of hard to imagine what situation would require a nationwide alert, although at the same time it may not be intended that the actual alerts be natural.
I put this about on an equal level of creepiness with a lot of the stuff in the Bush era, and it could be more innocuous than a lot of that stuff (e.g. the idiotic "terror threat level" color system)
