I *can* do both but cannot manage a decent melody if I inhale.

There's also tooth whistling vs. lip whistling.

In my mid-20s I spent about 6 months working as a night janitor, alone, and whistled a lot to pass the time. I can whistle whilst breathing both in and out, alternating, but the tune has to stay in a range of about an octave or a bit more, and I can't sharp or flat reliably. iow, my whistling is still very rudimentary.

I do both and often combine them, but mostly breathe out. Voted other. When I first started whistling as a kid, I remember only being able to whistle inward in a low register. Never been able to get the hang of any finger whistling or anything like that.

Can do both but I think in is a little less controlled than out. I can whistle real good, though. Mellifluously. I note it on my CV and everything.

Apparently my otherwise demure and lady-like grandma could do a "dinner" whistle that you could hear across the neighborhood--I think one of those thumb-and-finger ones? I never saw her do it but my mom says. That would be a cool skill.
