they have removed us via spaceship while they re-terraform the Earth

In a future (or current) dystopia, they have removed all humans from Earth, because it has become too difficult to survive on it. A team of scientists in protective gear and futuristic timey-wimey equipment is tasked with re-terraforming the Earth to reverse some of mankind's damage and make it more livable.

what atmospheric/cosmetic/other changes would you make to Earth before you brought humans back?

eg Suppose we had a community on a spaceship with very limited resources, no means to imprison someone & a death cultist repeatedly tried to release all the oxygen, killing everyone & proved successful in persuading others to do the same. Eventually death might be the only option

I think by "removed from earth" you mean exterminated, with a group of about 100 billionaires in said spaceship right?

animals get the power of speech but they just make dad jokes all the time

i would spray movement particles on everything so all flora are constantly vibrating and intensely jiggling around

i'd also refill the great oil and gas deposits of our mighty earth, so that we can "refill our tanks" for the next epoch

finally, i would install giant umbrellas across the plains, so that animals and humans may find shade when they need it

also now that animals have the power of speech, for some reason they will all sound like Wink Martindale
