It's his own kid. He was showing it to fans in Germany. The live footage shows him removing the towel. Obviously it's not the best idea to dangle a baby over a balcony, but I suppose he thought that was the only way the fans below would see it. Stupid, but hardly evil or sinister. His face is another matter...
