is there any such website out there that can search for images, based on an image source?

for example, i submit a picture with lots of red in the top half and perhaps lots of blue at the bottom. Based on some clever algorithm the search engine finds similar pictures.

i guess it would take a while, but is it feasible?

Was just about to post that! Fun thread, that album covers one:
Recognize Discographies from Approximate Colour Schemes! (an ILM cover game)

The tool works fairly well-ish and is pretty quick, though I don't know how big the source database is. labs.ideeinc.com have a couple of other image similarity gadgets too but that's the one you can upload your own source images to.
