I think to some extent yes, but I think it's also a recalibrating from a global power to a regional power. The US can become weaker globally while at the same time becoming stronger in its region.
I think this is partly ideological. I don't hold to the idea there are no principles at play, transactionalism, crime, and power ARE principles. It is morally wrong not to steal from those that you can steal from. If they can't defend their stuff then it doesn't belong to them. You only own what you can defend.

I am a little annoyed at the 'backed down/away' framing I keep seeing because the original order specifically was about one guy being released and Schiltz said if that happened then great, no need to question in this specific case. He was released, ergo, so this is Schlitz essentially going "Yeah it took that for the release to happen, your overall record is terrible, and now that has been specifically spelled out by me here in this order, that's where you all now stand for next time and I've spelled out what happens if this happens again."
