Parliment debates moving capital to Liverpool

I feel a bit embaressed putting this under the politics thread, but a motion put in today (which will probably not get any time and won't get anywhere anyway) is to debate moving the offical capital of Britain to Liverpool.

Are offical capitals dud? Especially if they are specially built (Canberra, Brazillia). I always find it odd when the biggest city isn't the capital (cf Washington DC). SO are there any good reasons for this?

Isn't the capital where the government is based, rather than anything to do with the size of the place? Lots of county capitals here (and state capitals in the US, e.g. Albany) are nowhere near the biggest.

Zero chance of parliament deciding to move to Liverpool, obv.
