the 12 people are a projected aspect of each of the 12 feet of any one of the lizards: it doesn't in fact matter which lizard, as each lizard has the same 12 feet, but in a different order (each lizard is the avatar of a single permutation, in other words) (as you'd expect obv!)

hence there are 12! lizards but only 12 (real) people (= ppl of power)

the cabals these ppl form plainly have a pecking order, which corresponds to a specific permutation: the lizard in question is deemed the overlord of said cabal (in some of the more mystically inclined branches of dodekapodesaurology, the cabal and the lizard are considered co-terminous...)
