Well, according to Stewart Home, it was an (art) movement that began in Portland, OR in the '80s, as an offshoot of the mail art movement, then migrated to Montreal, then England. It has ties to: futurism, dadaism, situationism and fluxus. If you read his Slow Death, it's all about neoism. I think it's anti-gallerist, and possibly also anti-art; very pro publicity and happenings. Pro-plagiarism and anyone and everyone in the movement can take the name of Luther Blissett.
