This sentence may be the reason why I can't stand semantics anymore. How can you possibly explain why such a construction is used without resorting to pragmatics? (please ignore me, essay related rant)

Not a stupid question. It's a possible clue that the debtor wants to do the right thing but may still be having difficulties. It cues up the response: 'is that ok?' (ie can you really afford to pay me back now?). Or you can choose to answer simply 'yes, please' indicating that you are unwilling to allow the debt to continue.

Hey, it's not a stupid question. There are some situations that I do NOT want to be given money that I am owed - when I'm in a bar, or a record shop, or any other place where I am likely to compulsively spend money earmarked for elsewhere...

I asked a friend NOT to give me £200 she owed me for the entirety of last year's tour because the money was owed in rent.
