This is a long shot but... can any French speakers help me with this sentence?

Il s’agit d’élèves tout venant l’échantillon est composé de deux classes maternelles expérimentales, enseignants désireux de modifier leurs pratiques de lecture en concertation avec les parents et de deux classes maternelles contrôle qui appliquent le programmes des classes maternelles en vigueur au Québec.

It's the first bit I don't get - have they missed something out? Is Quebec French foxing me?

It's amazing, I know! I'm wondering why anyone bothers trying to do their essays in Langauge classes anymore? I mean just write it out in English and this site will translate them into *word perfect* French/German/Italian in an instant!

I think something's missing from that first sentence. I can't make any sense of it, et a present mon niveau de francais n'est pas mal du tout, alors je crois qu'il y a un probleme dans la phrase, elle manque quelque chose.

It seems to be a question of pupils being randomly chosen ("tout venant"), the sample comprising two experimental nursery-school classes to be run by teachers interested in modifying their instruction of reading in consulation with the parents, as contrasted with two control classes which will keep on just doing the same damn thing they've always done.
