Unusual or eccentric women, who lived alone or without the protection of menfolk (unless of course the menfolk in question had property which the community coveted), who were already seen as outsiders or objects of suspicion, learned or uppity women, attention-seeking or bored and powerless women...

(Actually in a lot of cases Kate it wasn't the outsider women who were singled out (though it was generally women). There are theories about the Salem witch-trials, for instance, which posit them as a convulsion caused by sudden economic changes in a frontier society - the very opportunities that had lured people to the New World also meant that individuals could easily or suddenly get hold of large amounts of wealth or property, and this laid them open to witch-charges. The pattern of accusations in Salem IIRC tended to be women accusing women, and also tended to be powerless or marginalised women accusing newly powerful ones.)

(I wasn't actually talking about Salem so much as the European witch fever of a few centuries earlier - because it was the Church and male Doctors (as opposed to wise women and midwives) trying to establish their power, over the older profession. That was the case of outsider women being accused...)

The European witch-craze wasn't too far apart from Salem timewise; about a hundred years or so. The European craze was mostly in the late 16th and early 17th centuries; wasn't Salem in the late 17th c?
