Well, actually that's Kaiser Wilhelm II, the last German emperor. He was a daddy's boy, charming in person but also very eager to step out of his father's shadow. His arrogance towards his own government as well as other nations' was fueled by his confidence in Germany's oversized army (including the world's best-equipped navy) and his belief that he was chosen by god. On advice of General Schlieffen Wilhelm II dove headfirst into WWI in order to put an end to Germany's economic dependence on its neighbours. He lost, and died in Dutch exile.
