In 2001 the word ned entered the Concise Oxford Dictionary, defined as a hooligan or petty criminal, a stupid or loutish boy or man.

I love Rosie Kane. I think she's kind of right about 'ned' too. I got really confused when I moved to Scotland and found newspaper headline writers and politicians using the word. I had previously understood it to be a rather snobby term for kids from a certain background, shell-suited, bad skin etc. Like 'townie' elsewhere. That's the way people use it. Then this anti-ned crusade started and I realised that in fact the word did used to be restricted to young kids displaying anti-social behaviour - louts, petty criminals or whatever. But scope creep seems to have muddied the waters to such an extent that use of the word by those in a position of authority just has nasty 'council estate kids are to blame for everything' overtones.

But neds call themselves neds. They're proud of it. I watched a documentary one night about neds v goths, and the neds (admittedly only all the ones willing to be interviewed) were like "but, man, I love being a ned, by ra way, me and ma buckie and i just want tae stab aw they goth twats" etc etc. They seemed to revel in it.

They are the scourge of my street (we've had our windscreen broken twice, yesterday we caught a couple of boys running across our back garden and hurdling the fences over all our neighbours' gardens too, trampling our flowers etc), and they are a problem. Something needs to be done about them, and if the Scottish Executive wants to do something to stop vandalism, violence etc, then they have to be able to call them something to debate what's going to be done. And if they're quite happy to call themselves neds, then why can't anyone else?
