Yes, but what did you actually think? My feeling is that this phrase is the result of conflicting thoughts, rather than not knowing what to think.

there are times when either I've received too much information at once or such shocking information that really my mind is a complete blank.

Usually when I "don't know what to think", my mind is torn between a variety of half-thoughts and a complete blank. It's very rare that I use this phrase to describe conflicting thoughts/emotions; in those instances I invoke the "this hand/on the other hand" type weighing-argument-vs.-counter-argument speech-pattern. If I say I don't know what to think, it's cuz I really don't know what to think.

i normally say it when i haven't been paying attention to what someone's been telling me, yet they obviously want a response.

i think i felt: "this is so horrible it just isn't funny" vs "this is so funny it just isn't horrible"
