Bugs hands down. In or out of drag (the book Gay New York makes an interesting anecdotal case that Bugs is based on a certain stereotype of high(er) profile gay figures in NYC in the twenties).

I think Bugs would win. Both can bend reality to their whims, but the bunny has a power that Neo doesn't. The awesome power to mock. Furious fists etc. while Bugs holds Neo off with a pinky, tapping his foot and eating a carrot.

I doubt it would even get to the "of course you realize this means war" level of competition.
