I seem to remember Dawn being allowed to be a bit sassy with hapless cheese commando Tony Orlando, but were Pink Lady afforded any screen-time to develop personalities of their own apart outside of exotic, willowy arm candy for tiresome nebbish Jeff?

I believe they did sing; they were a pop duo and it was their variety show. The reason for bringing "Jeff" in was that they couldn't speak English.
