Of course, it inevitably lends itself to stupidity and abuses. It would only take one idiot at one of these things to get everybody arrested. d'oh. the niven thing is 'flash crowds' (used on the internet as a term for, uh, the slashdot effect); everything2 reckons flash mobs is a coinage from 'flash crowds' and 'smart mobs', which explains why the term looks quite so familiar.

Man, before I even knew flash mobs were a phenomenon or whatever, I accidentally went into Target wearing a red t shirt and khaki shorts. I was sort of a shutin back then and didn't recognize this as the Target uniform til I was in there. I felt a little awkward, but on the way home, I had an idea: what if I got a whole bunch of people together and dresssed up in red and khaki and all went to Target - boy would that freak some people out! So I got home and told my roommate about it and she was all like "Why the HELL would you want to do that?"
