I'd also heard the same rumour abt another tyrranical African leader (of either Chad or the Central African Republic, can't remember which) so I suspect it's the savage=cannibal line as you said.

amin bragged about eating his enemies, so the 'cannibal' tag was selfstarted though it's certainly possible/likely this was just reputation building (ha - a la Tyson's "I'll eat your children") than a statement of fact. he did complain about asians being too salty though so who knows.

Emperor Bokassa of the Central African Republic/Empire was I think subsequently indicted for either cannibalism or feeding people to crocodiles, or both. so yeah, maybe it is a standard thing they say about people over there.

does anyone know a good history of Uganda from just before independence to around the present day? it is one of the most interesting African countries, and its turnaround under Musseveni is remarkable, for all that he has lately been pissing away his legacy in stupid wars in the Congo.
