uh no, that's not what the agency said, although I can understand being misled by that article, which may make a good journalistic choice in its emphasis but in doing so arguably misdescribes the legal issue at stake, which is much better summarized here. a more accurate (but still facile) description of the opinion would be that the agency said that Congress had not yet told the EPA that cars pollute and that, as a Constitutional matter, if it wanted the EPA (part of the Executive branch) to do something about it, it (the legislature) had to write a new law saying so. not that I agree with the opinion by any means.

Years ago, I did this presentation on mixed mode environmental-friendly transport blah blah at this council meeting in north tyneside. Also there was a representative from thee smmt (soc of motor manufacturers & traders) Part of his spiel was that if you drove a brand-new shiny saab (yes, it pains me to recall) like his, it actually cleaned the air as it drove through it!!! that's actually what he claimed!!! The council people all laughed at him and i won. the end.

What the title of this thread misses is the fact (I have been told anyway) that modern cars (indirectly) create more pollution in their manufacture than they do in their lifetime's use.
