Alcohol costs £6.4bn in lost productivity

Most of that must be to employers in the private sector.

The government raises £7bn through taxes on alcohol

All of that goes straight into government coffers, for stuff like improving public transport (and slurring incoherently at other countries 'Wanna fight? C'mon then?').

So think of alcohol as a way of transferring wealth from the private sector to the public.

The NHS spends £1.7bn treating alcohol-related illnesses.

Still leaves 6.3bn profit from alcohol.

Alcohol-related crime costs £7.3bn.

Again, most of that cost is surely to private property, employers and companies. A very small proportion must be extra policing costs. Which still leaves the government making a very tidy profit from alcohol, as they have done from smoking over the years.
