I think the first sentence of the measure can be parsed like this:

Vote for Bolinas to be a socially acknowledged nature-loving town because to like to drink the water out of the lakes[,] to like to eat the blueberries[, or] to like the bears is not hatred to hotels and motor boats.

Even without the disjunction, I think the sentence is grammatical. Two infinitive phrases a and b can be concatenated to produce an infinitive phrase ab with the meaning a in order to b, e.g., "To practice five times a day to win the championship will not win her heart." Okay, maybe the meaning is a little odd, but I like it. Does anyone understand the rest of it?!?!
