Gates and Dell pledge money to schools

I know on a thread in the recent past I was bitching about people not getting their hands dirty and doing things to fix our education system. While I was talking more specifically about individuals putting their money with their mouths are here's an example of people actually putting some bucks up:

Gates, Dell give millions to education

What strikes about this is that they aren't just dumping money into some big vat but have a specific goal: breaking up large, low-performing schools that service minorities and poor kids. I think it's an innovative idea and a good example of what I wish more wealthy folks would be doing.

Thoughts?

Assuming there's no general strings attached...are there?

the schools must be low-performing. For example huge suburban schools (read: rich and mostly white) won't qualify for money unless they can show they do a poor job of serving poor kids. The state is kicking $65 million as well.

Schools started by this programs seed money must cap enrollment at 400.

why? it's not like they have to make the money like P. Diddy's broke-ass.
