The closest I can come up with is the online WorldCat database, which shows all library holdings in North America, I think. It's supposedly subscription-only, but I can access it through the Chicago Public Library site (with my library card).

I use Amazon as my "AMG for books". It doesn't have nice features like author bios, but usually you can scan the editorial and user comments and excerpts (if available) and get some sense of a book.

Anyone can add content, but sadly it's not really up to much now. Tons and tons of Scifi and Fantasy, and a few major "mainstream" authors, and that about sums it up.
It's very Slashdot, in other words.

That being said, I just did the "Show authors sorted by rating" thing, and it's no longer a top 30 consisting almost 100% of fantasy authors, so perhaps it's getting a wider variation of users.
Hopefully in a few years it'll be a pretty dang good resource, at the moment I find that most authors I look up, even major ones aren't found. (and I'm admittedly way too much of a dork to help matters a bit by adding some data myself)

Amazon. It is actually more useful--easier to search, more up-to-date info--than Bowker's Books in Print these days.
