are there any countries besides Scotland where private banks have the right to issue banknotes?

There's a PDF on the Band of England site about Scotland and Northern Ireland notes, which no-one has ever believed when I tell them. Basically (see box 1&2), neither Bank of England nor any of the other banks' notes are legal tender in Scotland or NI, and the other notes are only worth anything because they're backed with special million-pound Bank of England notes.
