the Czechs certainly do. and their ones are not as heavy and doughy as British ones (which are made with suet, incidentally). Czech dumplings are half-way between the British type and bread in consistency, which is hardly surprising as they are made by boiling up stale bread.

dumplings are peasey, half (vegetable) suet (it makes lighter dumpplings) to self raising flour (so 6oz flour = 3oz suet), mix it up in a bowl, add a bit of water, then a bit more til it all comes together as a big ball of dough, it should be a bit claggy. then break it into smallish balls (bit smaller than an egg) and pop 'em on top of your stew, with a bit of milk/egg on top so they go crusty and nummy.

Let boil until done.
Remove from water and eat.
