Hague Convention

I am researching (for work) the the Hague Convention and the Conventions countries have signed and are party to and have got a bit confused.

What does it mean if:-

You are party to a Convention ; and
If you have signed but are not a party to the Convention.

Can you help? No guessing as it is very important I get this right!
