Dominant theory -- designer of poster grabbed bin Laden images off of web, apparently neglected to crop Bert out of one of them. Funny side-effect -- some kid reeling over the surreal experience of having his Photoshop work appear in the hands of Pakistani dissidents plus give the Sesame Street P.R. staff something to do.
Other surreal side-note: the stern wording of the Sesame Street statement concerning this.
