I remember a campus guy with a fake English accent. He came up with a ridiculous, elaborate lie to explain it: that when he was a child, he had a speech impediment, and his speech teacher had an English accent, which he picked up.

This doesn't account for the other 23 hours of the day when he was surrounded by Americans. Also, he was in a Celtic rock band and went to the Renaissance Faire to drink tankards of mead with the wenches.

I can't speak of anime, outside of Speed Racer.
