Bush constantly uses this turn of phrase when describing his meetings with foreign dignitaries. As if it's supposed to put us all at ease.

He's just speaking rudimentary diplomatese for "tain't nobody's business but our own." When two leaders meet and they can barely contain their mutual loathing, the diplomatese for that is "a frank and fair exchange of views."
