Why did I have to reenlist into the Selective Service in order to change the address on my Driver's License?

I mean, I've already done this once when I was 18...

I'm at the DMV yesterday; hand over my license to the clerk and state that I need my address changed. She gives me the paper to sign my name, goes through the organ donor list, I give her money for the new license- and then all of a sudden she's says, "Oh, and you'll have to fill out your Selective Service form."

"But, I've already done this before."

"Yes, but I need you to sign it again."

"What if I don't want to?"

"I have to have this filled out in order to give you another license." (Note: she already has my old license)

I didn't want to hold up the line anymore, and figured that I've already signed up once anyway... so, I just went ahead and filled it out, convincing myself that it's no big deal?

I asked the clerk why this was being done and she shrugged her shoulders and said, "Maybe they want them computerized or something."

ILX, fill my mind with conspiracies!! Or, alternatively, tell me it's not a big deal.

Selective Service

No. I've had a license for quite a while. I wasn't even up for renewal. The only thing I there for was to have my address updated. I've done this before without having to reregister, and didn't realize that laws had been changed in the past year.

It probably has to do with increased security measures. I saw an article in today's Wall Street Journal that reported similar bureaucratic bottlenecks facing a woman who wanted to put her new married name on her driver's license and other official documents.
