I'm probably going to be returning my school laptop here soon. How do I wipe the harddrive completely clean with reinstalling the OS?

hmm. not necessarily. reinstalling can be messy, and leave incriminating evidence.

why is it that "PC" still registers as "politically correct" to me? that's so 90s.

If you can get your hands on a copy of Norton Utilities there's a CleanSweep program in it that may help. Dumping all the caches, deleting My Documents and going though directory by directory looking for files you may have put on there should be good enough. After that defrag it and use a utility to wipe the free space clean (like this one) and you should be fine. At this point go through it one more time!
