"March comes in like a lion and goes out like a lamb". It's a saying, and not one that I think is attributed to anyone - certainly Brewer's Dictionary of Phrase and Fable only says "March begins with rough, boisterous weather and ends calmly", but mentions no author. So I think it's just folk saying.
