Probably depends on how programming-savvy you are. Most people I know who aren't go with either LiveJournal or Blogger. LiveJournal, of course, tends toward personal diaries; Blogger has some of that, but also a lot of topic-specific blogs (like political blogs or music blogs). LiveJournal also emphasizes the community aspect of blogging to a greater degree than almost any other site I've seen (being able to read all of your friends' posts on one screen is kind of cool). (Actually, Xanga does this, too, I'm now realizing.) I use Blogger myself and am reasonably happy with it.
