What allowances do you claim on your paycheck?

I claim 0 Federal, 0 State, so they take the maximum amount out.

That way I won't end up owing at the end of the year, and hopefully get a refund of some kind.

Only problem with that is you're losing interest on what you earn. (although I understand the logic).

that makes the assumption that people will actually save the money they make and not just blow it on crap and owe a bunch of money in taxes anyway the next year which is what I would probably do

I'm not exactly a Johnson-style democrat (er, maybe I am), but the Libertarian stance of Bush's SSI proposal is foolish.

If I'm allowed to invest part of my Social Security as I see fit, I'd invest in grow lights and hydroponic pumps. I'd have a bumper crop, perhaps, but where would I be in 2039? Broke.
