I think it was made up of black and white clips with humorous dubbing played over them though there may have been more to it than this.

A consistently fine series that derived good mileage from its one stock idea: to take archive footage (mostly documentary) and overdub it with comic dialogue performed by gifted voice artists. These short and relatively inexpensive programmes provided many good laughs and were strongly satirical in tone, often commenting on current affairs and royal matters.
